[j-nsp] MX80 and netflow v9

Inline Netflow for the MX using MPCs(Trio) cards only support IPFIX and only IPv4 is currently supported. If the Netflow is done on the RE (software based) you can only do Netflow v5. I know the above is true for our MX960s, believe it's the same for the MX80s.
