[j-nsp] EX2200 series and q-in-q (802.1ad)

Furthermore, on ex3200/ex4200, as of a few months ago, the inner and
outer tpid's had to be the same, making interoperability with rfc
compliant 802.1ad implementations [F10] not possible. YMMV, I filed an
ER but I don't think it went anywhere.
