[j-nsp] No stats on LDPoverRSVP LSPs on M40e

Hi All,

I have LDP over RSVP setup configured on a bunch of M40e, T320s and MX960
routers, "ldp-tunnelling" within the RSVP LSP is used to activate
LDPoverRSVP. I'm seeing a behavior where LDP stats are not generated for
these LSPs on M40e's whereas T's or MX's have no issues.

I know configuration wise this information isn't sufficient but wondering if
it's some limitation of M40e HW.
