[j-nsp] Advertising Aggregate route without contributed route

Hi Stacy,

Thanks for reply. I have to use aggregate. If I configure passive option of
aggregate route and I exported this aggregate route through a policy it
should works even if there is not contributing route to the aggregate,
right?
