[j-nsp] Juniper M10i PIC problems

Thanks Michael,

I have opened a JTAC case and waiting for a response.

I brought it to the lab and decided to test it again today.
All interfaces have come up fine now and have not experienced any PICs
going off.
Could this be an indication of power issues
