Ahh, that's true!
I found http://kb.juniper.net/InfoCenter/index?page=content&id=KB14737&cat=SWITCH_PRODUCTS
counting the Ethernet overhead, the 100mbps ~=1,488,095 pps. So it
must be upstream who's dropping it.
However Maybe the bps monitoring internet traffic only shows IP layer
bytes? that's why it is only showing ~50mb.
