[j-nsp] Junos 10.4R8 on MX (PR 701928)

Just to be a little bit more specific...

All of the following are I-chip based, and are affected by 
this issue:

	DPC
	ADPC
	MS-DPC
	MX-DPC

The MPC is not I-chip based and is not affected.

The PR synopsis has been updated.

Again, sorry for any confusion that this has caused.
