You need to do two things to avoid 95/5 split.

A) change classifier to make all code points BE
B) change scheduler to give all BW to BE (this is strictly not needed, as
when the 5% NC is not being used, it can borrow from BE).

If or not you actually want to do this, or deploy more thought-out QoS
strategy is another matter.
