We don't see this behaviour on our BGP L3VPN RRs, which are M7i running 
10.4R8.5

It certainly sounds like a bug; any chance you can downgrade to 10.4R8.5 
and see if it is still present?

Can you share a "sh route extensive"?

You're sure the config is all ok?
