dhcp-relay is totally different implementation mainly used to support 
subscriber management. It's (somewhat) stateful, inspects DHCP packets 
on *all* interfaces (somewhat configurable), requires license per user 
and somewhat works.

You should really be using bootp helper unless you require functionality 
only available with dhcp-relay.
