Hmm. I wonder if the EX can *be* an RP? Maybe it can't perform the PIM
encap/decap. Wild guess, but do you have a pe-x/x/x and pd-x/x/x interface?
Anyway, FWIW our PIM-SM RP config on an M7i looks like this:

You don't have a firewall filter on the loopback or something do you?
Have you tried setting the "traceoptions" and seeing if anything stands out?
