[j-nsp] extra ISIS instance showing up...

All,

I have what appeared to be two ISIS instances show up on the "show isis
database detail" except the second one ("00-01") doesn't have any TLV info
besides the subnets it's advertising for but the weird thing is this second
ISIS is never configured. Under the [protocol] there's only one ISIS
configure and there's no other routing-instances configured. Anyone have
any ideas?
