Evince (the Gnome PDF reader) recently got the ability to view these,
it's somewhat non-obvious, but I figured it out when I downloaded
$DWDMVENDOR's documentation which was all in this format (last time I
encountered it was more then a year ago with $POWERSYSTEMSVENDOR when I
had to figure out how to extract files with pdftk, much easier now)

In the evince sidebar (Which normally shows "Thumbnails" or "Index")
select "Attachments" and you can then read the sub-PDFs.
