if you have 4 routers...
rtr0
vrrp-priority 101
rtr1
vrrp-priority 99
rtr2
vrrp-priority 97
rtr3
vrrp-priority 95
does exactly what you think it would.
In practice I've done this when shifting traffic beween two pairs (a new
and old pair) of routers.
