[j-nsp] FXP0 down log message

Hi,

      I have set the configuration to ignore the fxp0 failure alarm. The
alarm is ignored. However, the Log messages are filled with this alarm
clear message every 5 second.

This is happening only with the recent implementation. In the existing
routers with the same configuration, I dont see this log.
