[j-nsp] Interface tail drops vs. ifOutDiscards

Hi,

It seems that ifq tail drops don't increment IF-MIB::ifOutDiscards
counter, whereas e.g. packets dropped by RED do. Has anyone else
encountered this and is this an expected behaviour or a known issue?
