Because many ISP's LOCAL_PREF the hell out of customer
routes, where prepending would be ignored. However, this
isn't always the case, so the OP can always try it.
If the OP's provider supports community signaling for
LOCAL_PREF, I'd go with that and send communities to the
upstream to use LOCAL_PREF to choose which link handles
inbound traffic for the OP.
The OP can do the same on his end to influence outbound
traffic from his network to the upstream.
