[j-nsp] M20 Interface throttled

Hello,

We have a Juniper M20 with JUNOS 9.3R4.4 and since few we have in our 
log these entries:

    /Jun  5 14:14:00.113 2013  xxxxxx ssb PFE_NH_RESOLVE_THROTTLED:
    Next-hop resolution requests from interface XX throttled//
    //Jun  5 14:16:30.122 2013  xxxxxx ssb PFE_NH_RESOLVE_THROTTLED:

We are trying to identify what type of traffic that originates this 
'errors' but do not really know to do.

I attached the output of "show pfe statistics ip icmp" if that were of help.

Does anyone know how to solve this 'problem' or identify the traffic ?
