[j-nsp] EX4200 generates power supply and fan alarms when environment is good

Hi, 

On my EX4200 running version 12.3R1.7 is see the following alarms in the logging:

The environment is OK and also no alarms are active.

Is this a bug of did I configure something incorrect?
