[j-nsp] 12.1X for SRX

Have used 12.1X on branch (550) and HE (1400) for over a year without any
(known) bugs.  Ran into one issue on one of the 1400s in which IPSec phase
1 & 2 would establish (and re-establish after being cleared) but would not
forward IPSec traffic for route-based or policy-based tunnels.  Traffic
forwarding for everything except IPSec was fine (otherwise phrase 1/2
wouldn't come up).  No root cause or bug ID on that one because JTAC was
taking too long to diagnose, so I'm not sure if it's a 12.1X bug or just a
random freak accident.
