I've seen this on MX480's as well, running the current
generation RE's and nothing else happening in the
background.
The jitter is quite high, but is not representative of the
network. More like the ICMP process (I presume), as the CPU
really isn't busy.
Running the ping on a Cisco CRS on the other side offers
much more stable numbers.
I don't worry about it too much, until my SLA probes that
sit behind these routers start reporting issues.
