Thanks Robin.  I've initially done that for 'chassisd' file and noticed it did
not have any effect on chassisd log (though messages file worked in the past). 

However, as it turns out, I just needed to wait until the chassisd log file got
turned over by newsyslog due to excessive writing -- the moment it got turned 
over and gzipped, the "match '!(.*power budget.*|.*Over Temperature.*)'" regex 
took effect and log file has finally stabilized now.

Oh well, this box shouldn't have been put into production in the first place
with such unstable release (one of the early EX4300 builds), but alas I digress..
