I happened to have a spare SCBE2 card so I did a few experiments in
the lab. This mentions one XE and one GE port, not two XE ports, so
I'm not sure if these are the SCB external SFP+ ports or what:
root at mx> show chassis ethernet-switch statistics | find External
Link is down on XE port 24 connected to device: External-Ethernet
Link is down on GE port 25 connected to device: External-Ethernet
root at mx> show chassis ethernet-switch | find External
Error reading port 24 connected to device: External-Ethernet
Error reading port 25 connected to device: External-Ethernet
I can't get those links to say "up" after putting a fiber loop on the
SFP+ module, so maybe they are something else.
Installing an SFP+ module in the SCB causes this to show up in
chassisd log (first port 0 then port 1):

Aug 21 12:19:29 bcom_563xx_sfps_autosense: jcs.0 sfp_new -> true
Aug 21 12:19:34 cbd_read_sfp_ideeprom_all: sfp_presence 0x01, cbd_sfp_presence 0x00
Aug 21 12:28:54 bcom_563xx_sfps_autosense: jcs.0 is_present: 1 -> 0
Aug 21 12:28:54 cbd_read_sfp_ideeprom_all: sfp_presence 0x00, cbd_sfp_presence 0x01
Aug 21 12:29:00 bcom_563xx_sfps_autosense: jcs.1 is_present: 0 -> 1
Aug 21 12:29:00 bcom_563xx_sfps_autosense: jcs.1 sfp_new -> true
Aug 21 12:29:04 cbd_read_sfp_ideeprom_all: sfp_presence 0x02, cbd_sfp_presence 0x00
and this shows up in "show chassis hardware":
CB 1 REV 03 750-055976 xxxxxxxx Enhanced MX SCB 2
Xcvr 1 REV 01 740-031981 xxxxxxxx SFP+-10G-LR
I had another thought--aren't these same SCB's used on the big SRX
boxes? Maybe these could be used as Control Links for those...
