Like most manufacturers the performances quoted by Juniper are under ideal (or even better) conditions. The only way to be sure is to test with a representative load.
In my case we were running backups (large packets one way, acks the other) over IPSec. We generally planned for 1/3 of the rated max IPSec throughput, that way we had some (not a lot) spare capacity for peaks, and some time to react to demand increases.
