It's working as expected.

L2 Circuits are (by default) non-revertive. Don't want things flipping back and forth if interfaces or paths are flapping.

If you want it to revert automatically, do this:

set protocols l2circuit neighbor 192.168.99.1 interface ge-0/0/0.0 revert-time XXX

where XXX is expressed in seconds.
