A percentage based transmit rate on a scheduler when applied via map to
a logical unit with a shaping rate should be the set percentage of the
shaping rate, not the native interface rate. (in this case, transmit
rate would be 800,000bps)


I am assuming (based on the configuration example) that you are in
per-unit mode with a per unit capable platform/linecard even though the
example is unit 0.

It should work the same with port mode only platforms, but the shaper
would be on the port, not the port/unit
