[j-nsp] Sflow on non-zero units for ELS style switches (EX4300)

I also cannot do sflow on non zero irb interfaces:

coresw1# commit check
[edit protocols sflow]
  'interfaces irb.12'
    sFlow can only be run on .0 interfaces
error: configuration check-out failed
