I recommend 12.3R12-S3.1 for EX2200/3200/4200/4500.  I has many bug
fixes over 12.3R12.4:

However I see that JTAC is now recommending 15.1R5:

I haven't tried it yet--hopefully it has all the fixes that went into
the 12.3 service releases...
