[j-nsp] EX4200 console port woes

We have seen this several times.  It is apparently a firmware issue
on the MRV, and it affects EX4200 and EX4500 consoles, but not SRX
or MX or anything else that we own.  You need to be running firmware
version 5.2 or higher on your MRV console server.
