[j-nsp] EX3400 switches, QSFP+ breakout

EX4600 sofware does support breaking out a QSFP+ ports into 4x SFP+ 10G interfaces so I guess the issue is more technical than political. (EX4600 and QFX5100 use the same chip internally.)
