What is the difference between full scale L3 vs reduced scale L3 in Juniper
terms?

I asked a reseller about this, and they mentioned that Juniper does not
software restrict the MPC-3D-16XGE-SFPP in the current code, so you might
as well buy the lower cost MPC-3D-16XGE-SFPP. He said you don't have to
input a license. Is this true?
