When you add an IP to an interface, JUNOS sends a gratuitous ARP to
"announce" the IP.  Is there a way to manually have JUNOS send another
GARP later?

I have a network where under some (unknown) condition, traffic stops on
one VLAN.  Removing and re-adding the VLAN fixes the problem; I suspect
something may be getting a bad ARP entry, and sending a GARP would be a
good test to see if that fixes it as well.
