I looked on page 285 of MPLS in the SDN Era book, and I'm still not
understanding where the label base number comes from.  The book mentions
800012 and 800013 but I don't know where that come from.

I think I've seen that juniper will use a label base of 800000 for a site id
of 1, but I'm unsure why I see 800002 and 800006 in my lab when I make site
id's 15 and 23
