Of course it does! 
It happens on all routers of all vendors. 
It's just on some of the NPU types it's less prominent (or you might not
even notice, cos you have enough pps budget). 

PS,
Asking if other MX has this problem is not correct, there are many
versions/generations of NPUs that can be used on MX routers and each has
different performance characteristics. 
The correct question is whether this happens on other generations of Trio
chips.
