[j-nsp] maximum-prefixes not enforced on option B gateways

Ok, so I found three MXes, all running 14.1X50-D90.7, each one with a
l3vpn max prefix hit. And the max prefixes were honored. I guess the
issue was corrected somewhere between 12.3 and 14.1.
