I just tried and find neither ftp nor sftp work with ftp.juniper.net.
The relevant KB article hasn't been updated recently.

I wonder if a fault or administrative error/delay with the KB update...

I thought it was pending shutdown in favor of sftp.  But I haven’t been paying that much attention.
