I briefly read the KB, and I'm wondering if this is a problem only with VRRP
?  I do also see it says...

"In later versions of Junos, such as Junos 10.4R4.5, the "link-speed 1g"
statement does not need to be added for the AE interface whose member links
are Gigabit Ethernets; the default maximum number of CAM entries is 1K by
default."

Perhaps you are over 1k cam entries or running a very early version of junos
