Hey,
I'd go with BGP policy. On PE1 ingress increase local-pref for PE4?
You could also have iBGP-IN policy like this:
from community increase-local-pref-in-local-pe
then local-preference add 100
and per PE community:
set increase-local-pref-in-local-pe members large:MYAS:42:MYLOOP
And then in PE4 include community large:MYAS:42:PE1
