Although the last supported Release is 16.2, you might want to run 
16.1$latest. It feels like 16.2 was intended to be supported longer, but

"16.1R7: EOE extended to 28-Jul-2020 and EOS extended to 28-Jan-2021."

So the "newest" Release is most likely 16.1 as the End of Engineering 
was later and therefore more fixes/changes went into that than into 16.2.

End of Services was extended for 16.2 as well:
"16.2: EOS extended to 01-May-2021 for T4000, TX-3D, MX240/480/960, 
PTX3000 and PTX5000."
But end of engineering was not.

And as we are past both end of services now, it might make more sense to 
stick with the release that got more engineering.

Most of our customers still holding onto RE2000 are on 16.1
Some managed to upgrade successfully even beyond that, but its not 
supported and might create interesting problems. Similar to when RE1300 
was not intended to go past 14.2 but would still run on 15.X an newer 
often :)
