[j-nsp] dhcpv6 IA_PD syslogging

Thanks, I have that in my configuration. It is only showing the IA_NA
CPE WAN single /128 IP address assignment in syslog messages, and not
the IA_PD ipv6 delegated prefix assignment that I also need to see in
syslog. I can enable traceoptions to see the delegated prefix, but jtac
is reminding me that traceoptions aren't normally left running forever,
but only for momentary tshooting. JTAC did also inform me of a PR that
I might be hitting but when I compare the PR to what I am seeing it
doesn't seem to be the same issue. This might be a moot point for me
since we may stop testing dhcpv6 in junos and move to the more likely
deployment scenario of central dhcpv6 servers using ISC KEA... to which
I hope the logging is then sufficient. Thanks again
