[j-nsp] Juniper QFX10002 failures

Just random blue Tuesday. They go offline and get stuck in a boot loop.

The last one recovered after a cold restart but then the FPC started throwing out hardware errors and it went offline about an hour later.  I think we've RMAed four this year alone. I know one has been replaced twice.
