[Ndr] AP configs

I'm getting plugged in to the MSDR team working with NetHope tomorrow... In
addition the NGO (globaldirt.org) that is now providing logistics and
financial support to the wifi project that I am part of on St John now has
a comms team deployed in Puerto Rico and is officially working that theatre
as well.

... someday I will actually get back to my real job. thank god I have a
great team who can run things without me. :)
