It doesn't happen often, but there have been some occasions when
investigating a problem that I've wanted to look at data from another
ASN.  I would strongly prefer this pracctice not be prohibited.  I
trust other nsp-sec participants and I hope they trust me not to
abuse this privlege.

Surely this should not be abused so monitor and scold or whip, if
necessary, those who can't abide by the cooperative guidelines of
nsp-sec's "help, w/o fee and keep it within the community unless
otherwise approved for release mantra".
