Yes, rss.msnbc.msn.com still points to
www.msnbc.msn.com.c.footprint.net, although it does not appear to be
in use anymore.

Perhaps MSNBC has changed its web site, and some RSS feeds now return
404 errors?  I bet a few clients retry immediately upon error. 8-(
