[nsp-sec] conficker.c ports from IP part 2.

I have permission to share these this tool the nsp sec list. 
Get ports.py didn't make it thru last time so I renamed it get_ports.txt.

Get_ports.txt is a python script again it uses time and an ip and 
generates the p2p ports for conficker.c.
 
I have permission to share this with nsp-sec but this clearly 
needs to be treated as highly confidential do NOT share outside this community.
