[nsp-sec] DDoS to the Presidential web site of Uruguay

These are googlbots crawling the site. they can turn down the rate of
crawl from the webmaster console (http://www.google.com/webmasters/).
I can probably poke someone to do it on my end if they're having
trouble reaching the console.
