Chris is correct. I can authoritatively say that this is not
happening under ARIN's auspices. About a year ago, Ray Plzak
contracted with Randy for a specific experiment, and the experiment
was conducted, and came to conclusion. About nine months ago, the
results of the experiment were presented to the board, and the board
and counsel issued a directive to Ray that any and all contracts with
Randy were to be terminated immediately, and no new ones initiated.
Ever.
Staff is now aware that the resource is still allocated, and has
indicated that they will remedy the situation promptly in order to
stem misuse.
Randy has never been authorized to make any public statements or take
any actions beyond the performance of the single concluded experiment,
on behalf of ARIN. The fact that the block was not reclaimed promptly
at the conclusion of the experiment was an oversight, which is now
being rectified.
