[nsp-sec] ATLAS SRF now has Conficker data

the ATLAS subscriber reputation feed now has confiker data. this delivers 
data with IPs and timestamps and attributes over HTTP in Atom/XML, 
IODEF/XML or CSV format.

ATLAS accounts are free. SRF feeds are free.

all that is requires is an ATLAS account and the rights to view the data 
for the CIDR. we approve them manually so if you're not known to be the 
contact for the ASN or netblock you should make sure it shows up in the 
whois info.

our goal is to help the community identify and remediate conficker hosts.
