[nsp-sec] 48 hour vetting: Russell Fulton (Univ of Auckland, AS9431)

Vouch. Russell is an outstanding security officer and I've worked with him 
extensively on issues affecting both our campuses.

For even though we are 1000's of miles apart, WPI(130.215.0.0/16) and 
Auckland(130.216.0.0/16) are still neighbors.

I've also met him in person and worked with him within REN-ISAC.  He would 
fit in well here.
