So, logically speaking (in the context of operational mitigation), can  
you really draw the line at "machine swarm" vs "human swarm" ?

I think your argument is perfectly sane, but logically speaking, the  
point (of this) is to disrupt C&C communication, it's just that in  
this case; the "bots" were really "humans" being told what to  
attack.... (at least that we knew of).

pre-crime is a tough line to draw, understood. But we're speaking in  
the context of attack mitigation, not litigation, aren't we?

(imo, ymmv).
